We've all been that person.

You check your phone or computer for the afternoon forecast. Perhaps you are going to the park for an afternoon hangout with friends, or maybe you're thinking about buying tickets for tonight's baseball game. So you check the hourly forecast to see the probability of rainfall.

Suppose it says you're looking at a only 10 or 20 percent chance of rain, meaning an 80 or 90 percent chance of dryness during your outdoor event. Under any circ*mstance, those odds are favorable.

Then, when the event begins, so does the rain. Your friends are fuming, and you shoot off an angry tweet to The Weather Channel.

In a forecast, the precipitation probability's numerical value is a product of the current atmospheric conditions in the area, according to Dale Eck, director of the Global Forecast Center at The Weather Channel. If there's a 10 percent chance of rain, it means the current conditions yield rainfall one out of every 10 times observed. If it's 20 percent, then you'd see rain two out of every 10 times, and so on.

It's true that lower rainfall percentages mean there's less of a chance you'll get rained on, but forecasting is an imperfect science, and it gets tougher this time of year, thanks to pop-up storms.

"Summer is a challenging time to forecast the chance of precipitation," said weather.com meteorologist Chris Dolce. "There is typically plenty of moisture and instability to help fuel the development of scattered showers and storms, particularly in the South.

"However, the triggers for thunderstorm development can be tough to pinpoint and makes the task of giving a yes or no answer about whether it will rain or not very difficult. It can be so small scale that one part of a county may get drenched with an inch of rain on a particular day while another portion of that same county stays completely dry."

As a result, summer thunderstorm forecasts are often broad. Take this Storm Prediction Center forecast for July 22, for example. Nearly the entire country was at risk for storms, which is a typical outlook for mid-summer (and was fairly accurate, according to NOAA's rainfall totals for that day):

Compare that to the forecast the day of Jan. 30, the date of an uncharacteristically heightened amount of severe weather in the middle of winter:

While other atmospheric variables factored into each day's outlook, it's far more common to see the first map on a summer day than a day in any other season. All 10 percent precipitation forecasts aren't created equally, but if it's issued on a summer day, it should probably be taken with a grain of salt.

And maybe an umbrella.
