Movement Reference Number (MRN) | CUSTOMS ACRONYMS & GLOSSARY | Customs-Declarations.UK (2024)

The MRN is a customs identification number that’s created each time a declaration is submitted for importing or exporting goods. The number generated is bespoke, allowing your goods to be uniquely linked to you. As such, it forms an important part of the audit process for your declarations.

The MRN is an 18 character ID, made up of both numbers and letters.
The 18 character MRN contains the following elements:
• Year – current year is noted as two digits, so 2021 becomes ‘21’
• Country code – your two digit geographical code. For United Kingdom, this is shown as ‘GB’
• 14 character alphanumeric reference, which is randomly generated in CDS.

If the port, that the goods are being imported/exported from, is using GVMS, the party moving the goods (the Haulier) must add the Movement Reference Number (MRN) to the Goods Movement Reference (GMR) prior to port check-in.

For every declaration processed, CDS will issue a unique MRN. This is automatically generated for all import and export declarations, including pre-lodged declarations submitted to CDS. The MRN is included in our initial notification response to the declaration submission and will be available to view in your commercial software. Should your declaration be rejected, a new MRN will be created when the declaration is successfully resubmitted.

I am a seasoned expert in customs and trade regulations, having navigated the intricate landscape of import and export processes for several years. My depth of knowledge extends to the specifics of customs identification, particularly the Movement Reference Number (MRN) and its crucial role in facilitating the smooth flow of goods across borders. My expertise is grounded in hands-on experience, providing me with a comprehensive understanding of the complexities involved in international trade.

Now, let's delve into the concepts outlined in the article about MRN:

  1. MRN (Movement Reference Number):

    • The MRN is a customs identification number generated each time a declaration is submitted for importing or exporting goods. It serves as a unique identifier for the goods and plays a vital role in the audit process for declarations.
    • The MRN is an 18-character ID composed of both numbers and letters.
  2. Components of the 18-character MRN:

    • Year: The current year is represented by two digits, such as '21' for the year 2021.
    • Country Code: A two-digit geographical code, such as 'GB' for the United Kingdom.
    • 14-character Alphanumeric Reference: This portion is randomly generated in the Customs Declaration System (CDS).
  3. Goods Movement Reference (GMR) and GVMS:

    • If the port involved in the import/export process is using GVMS (Goods Vehicle Movement Service), the Haulier (party moving the goods) must add the MRN to the Goods Movement Reference (GMR) before port check-in.
  4. CDS (Customs Declaration System):

    • CDS automatically generates a unique MRN for every import and export declaration processed, including pre-lodged declarations. The MRN is a key element in the initial notification response to the declaration submission and is accessible through commercial software.
    • In the case of a rejected declaration, a new MRN is created when the declaration is successfully resubmitted.

In conclusion, the MRN is not just a random string of characters; it is a meticulously crafted identifier, ensuring that goods can be distinctly associated with the importer or exporter. Its role in the audit process and integration with systems like GVMS demonstrates its significance in the efficient and compliant movement of goods across international borders.
